Not necessarily. Apple signed an agreement in 2007, but it wasn't something that couldn't be changed. Also, AT&T does NOT want exclusivity anymore. They are really sick of the bad press and they want someone else to carry some of the load.

Trust me I know nothing, I'm just a little graphic designer from ye olde Canada. I'm just saying we can't rule it out as a possibility, there are Canadian, European and Australian carriers which use the same frequency, so it wouldn't be as pointless to Apple as making a CDMA iPhone which would essentially only serve Verizon customers in America.
