Help with app notifications

Since moving over to a new computer and migrating iPhone info to it, I'm missing notifications of their info on the icons. For instance, I have the app Groceries, and when I have items selected for purchase there used to be a number on the app icon to show how many. Also, I used to have a number on my app store icon showing how many updates were pending. These are now gone. Any ideas what's up with that?

Notifications were turned off, sure enough. It must have been the default setting. Still, since turning notifications back on the icons that should have notifications on them are blank.

The strangest thing - they showed back up unannounced around 5:00 yesterday afternoon. Whatever.
