Help!! Note Syncing with iphone

Hello, I have 44 notes in my "mail" on my mac and only 7 of them will sync with my iphone?

any idea's? Thanks.

do you have multiple notes folders? are all the notes in the same folder?

all notes are in one folder in mail

is there a little arrow next to the notes folder that you can click on? mine has this and it will only sync notes in one sub folder. if I don't click the arrow they appear to all be in the same folder
