how do i NOT upgrade to 3.1.3?

i was needing to restore and it appears iTunes is not giving me the option but to upgrade.
maybe i am missing something. any tips on this?

You can't restore without upgrading.

Just download a 3.1.2 firmware from iclarified links and just open iTunes and then click Shift-Restore and it will ask you to browse for your ipw, just use the one you download and you will have your 3.1.2 restored iphone.

I'm having the same issue but Apple will not accept the ipsw file that I choose (2,1_3.1.2_7D11_Restore).

Is this a iTunes issue since the new update? Should I donwgrade iTunes?

You can only not upgrade to 3.1.3 if you have stored your SHSH's on Cydia's servers.
