I was wondering if the Iphone can put the text message alerts to vibrate while the iphone isn't on vibrate.

Unfortunately the iPhone is currently "all or nothing" for sound alerts. Either they all sound or they all don't.
I'd like to turn sound off permanently for email, for example :-/

Well you can turn sounds of individually. Just go to settings>>sounds>>and switch off what you want off. But the vibrate, I believe also turns off. Will test this theory

Yes. When you turn sound off for text or for email the phone no longer vibrates.
