You first need to be jailbroken. Read the readme file that's included with the theme. You will have to ssh into your phone to upload the required files. You will also need a plist editor so you can edit the specific plist and input your time zone and local weather info.

As always, backup your phone before you try any of this. It's real easy to mess up if you don't pay attention to what you're doing.

yes, only if you're jailbroken though. this is completely out of Apples comprehension
