Compass & Voice Control is not found at 3GS

Hi, I got an iPhone 3G S, but couldn't find the Compass and Voice Control icon in it. What should I do? Is there anyway I can download that? I tried the restore function but still not found.

Please advise. Thanks a lot.

Voice control you access by pressing and holding the home button for a few seconds.

And one of your pages should have the compass as seen in the image here:
