easy way to convert to m43 files

hey guys, i was looking online in Google and i could not find a way with out downloading some type of ring tone maker.
is their an easier way to convert files in m4r type?

Try audiko.net. They have a huge library of iPhone ringtones and you can upload and customize your own.
