Adjusting icon location

The default iPhone set up tries to keep the icons in neat rows. If one moves a couple of icons off the first page, the system only allows blanks in the bottom row. How do I change the default settings to allow me to place icons wherever I desire without this "clean up" sort of behavior?

This isn't possible on a standard iPhone, maybe one of the jailbreakers could chime in, but somehow I doubt it would allow this either.
