iphone 3GS cannot receive calls

Hi, I bought this unlocked 3GS phone and I noticed that when I am making calls a call forwaring is active message comes up and also I cannot recieve calls on the phone as people who call me complian that their calls get forwarded to my voice mail. what can I do to solve this problem.

Go to settings>>phone>>call waiting. Turn call waiting on
