Notes is on in iCloud. I have forced it to backup but it still will not add my notes from my iPhone to iCloud. I have rebooted my phone, and created new notes, but it will not backup all my notes on iCloud.

You can try rebooting your iPhone to see if the remainder of your notes will "sync" to iCloud. I'm assuming you're using the native Notes app AND that iCloud is set as the default when you go to Settings - Notes.

Thanks, but I just rebooted, selected iCloud under Settings, Notes, and did a backup. But only the notes that were created after setting up iCloud are on iCloud.com. Is this in the software to punish people who did not set up iCloud when they first got their iPhone?

I would suggest just copy and pasting the contents to a new note hat will get synced to iCloud.

I rebooted my phone and it still will not backup all my notes to iCloud. Yes, iCloud is the default under Settings, Notes.
