The only way is to go back and sync again to your old computer, then sync to Google, and then sync to the new laptop.

What should I do if you don't sync contacts to iCloud or iTunes?

Assuming that you've lost contacts, I'd check your previous device, assuming that you didn't wipe or sell it, for most of your contacts. I do believe that contacts sync to iCloud by default.
