You are unable to run the most current OS on a much older device

Not sure how high you can go on a 2g iPhone but 3.1.3 sounds correct if you want to be sure go to Settings>General>Software Update and see if an update is offered

3.1.3 is it! Even if you could update to iOS 4, it would not be compatible with the 2G. It would be very slow and buggy

Maybe it's time to upgrade! You can get great deals on a refurbished iPhone 4 that runs iOS 7. For example, you can get a new 8gb iPhone 4s on 2 year contract at Verizon for 99 cents.
