    The employee no longer works for our company and we need to give his phone to someone else. We don’t know what his password was (and he doesn’t remember either) but we do have the Apple ID and passcode. What can we do so that the phone can be set up with someone else using the same number?

    Connect it to a computer with iTunes or the Files app on it and reset the phone in there.
    It should be clear from there on how to continue.

    Is the device managed by your IT department using an MDM (Mobile Device Management) system?

    So if you have the former employee's passcode, can you get into the phone, turn off find my iPhone and then sign out of his Apple ID?

    Also, if you have the Apple ID details, why no simply enter the incorrect code 10 times. Then, the device will reset to factory.
    From there, you can then setup the device again, with new details. Again, this is IF you have the Apple ID and password.

    I would log into iCloud.com, with said Apple ID and password, to confirm the credentials are correct...

    So if you have the former employee's passcode, can you get into the phone, turn off find my iPhone and then sign out of his Apple ID?

    Ask your former employee to reset their password to something like Apple12345 then use said credentials to log out of the iPhone
