Permanent deletion of unwanted email acquired contact addresses

I have a third generation iPad ( I believe ) and am using OS 9.3.1.
I can not get rid of acquired email addresses from past deleted
emails that pop up on a verticle contact like list on the left side of the new composition email page in the " To : " email address line area,
when I type in email addresses.
One blogger that I read said that if someone clicks on the arrow
to the right of the listed email address in the " To " line area, then the option pops up to delete that
email contact address. I have had arrows in the past separating email addresses but I apparently
no longer have those arrows anymore but rather commas only
now separate the multiple emails that show when I generate a new
email composition. I have fiddled around in the settings and I have
managed to wipe out just about all of my regular contact listings.
The unpurgeable email addresses are not unlike " squatters " and
have resisted my ineffective uninformed attempts at email address
eviction.
What is the best remedy ? Than you.

Unless I'm mistaken, setting up as new is the only way.

After 3 iPhones and restoring twice as new, I still have email addresses in my recents list from 2012. Is that what is referred to here? Some you can delete and others not. You can those with the circled i to the right.
