    I have tried swiping it up and tried to turn it of but I can't the screen is blocking it

    If you hold the Sleep/Wake button and the Home button down at the same time until the apple logo appears. This should be about 10 seconds. Your iPad should then restart.

    Try a hard reset on your iPad. Hold the home & power button until you see the Apple logo. Let go and see if that solves the problem when it finishes starting for you.
