why is my ipad not able to restart and charge

The ipad is completely discharged, when i put it for charging, it shows the battery icon & then comes the apple icon and then suddenly it shuts down with a blank screen & automatically comes back the battery charging icon in some time.
This process keeps repeating itself

I suggest leaving it plugged in for several hours and see if it charges. Try a different cable or charger. Try plugging it into different electrical receptacles. Try charging from a computer. If none of my suggestions work, then it may be time to have it looked at or replace the battery.
