IPad mini 2 lock screen

So I just bought my mom a iPad 2 from best buy. Brand new. Still got the receipt and she set up the pin number for it without knows its to unlock her iPad, and now we can't get around it or reset it? We've maxed out the max times it can be entered in. It says to connect to iTunes and when we do itunes won't do anything about it with the password being entered in first, I'm not to sure what to do. I doubt best buy can do anything without the lock.. I don't think she has the iPad location set up. Is their away around this..
