Why can't I download free games for the App store?

Can't Download a Free Game From App Store

I have an iPad2 16GB and have been trying to download the free game Yahtzee With Buddies but I can't get past the Payment screen. I have downloaded other free games before with no problems. Is there a setting that needs to be changed?

Setup your itunes account like this: https://support.apple.com/en-ca/HT204034

It should allow you to have an account without payment info.
