[NOTE]"Some USB 2.0 ports and accessories do not provide enough power to charge iPad. When this occurs the message "Not Charging" appears in the status bar next to the battery icon."

Oddly, I find that my IOS devices charge faster when connected to my imac compared to my wall charger! Is this a case of the imac not regulating the power supply?

Ipad is using 5V, 2.1A charger. Your regular usb post is 5V , 1A. Therefore there is not enough current to charge the battery. Use the wall charger.

I have a desktop PC I assembled myself. It has an ASUS motherboard. I found a utility on the ASUS website called AICharger (IIRC). I have no idea how it works, but I can now charge my iPad 4 from any USB 2.0 socket on my PC. Previously I got the 'Not Charging' banner on my iPad.

The program was free and works like a dream.

​It might be worth a look on your Laptop manufacturers website for something similar.
