Question: Can you buy a iPad w/4G but not have a 4G plan?

Here is my thinking...

I want to get an iPad with 4G capabilities but since I dont have 4G here yet it wouldnt do me any good fro right now. Can I buy the iPad w/4G and then cancel the 4G service and just use it as wifi until my area gets 4G?

Yes, you can do this. However, you don't even have to activate the 4G service on the new iPad until you need to. You can always use WiFi in the meantime. Just so you know though, the Verizon and AT&T iPad will work with 3G in the areas where they don't have LTE.

You can also get the 4G service for only a month if you wanted then get it another month later down the road.
