Instagram On IPad

Hi,

I need to know that can we install Instagram app on IPads (for example 9.7)? and would it work smoothly like using IG on IPhone? (Sharing Pics/videos/Story etc)

and this one is optional question :

Can we change IPad language and sending text from English to Right-To-Left text from settings without any help of other apps?!

well i see the other forum that Instagram apps is not working very well in iPad pro, i planned to buy one tho but they made me to struggle to buy it or not
