Connected a USB cord between iPad Pro charging port and the USB on my win10 desktop. Can I copy music sheets to the internal storage on the iPad Pro and access them with the forscore app?

If the app has a local storage option then you can using iTunes. Once its connected you can use the files section of the app in iTunes to add and remove files.

Thanks for your reply. Not sure I understand what iTunes has to do with my question.

iTunes has to be installed and used in order to store those files in the storage section of that app.
