iPad strange cell signal behavior

I went on a trip to NYC with my new iPad Pro 10.5, plus my iPhone 7. I saw the oddest thing. My iPhone reported the signal strength as around -90, but the iPad reported 1 bar. What was rally odd, is if I restarted the iPad or turned cellular off and on, the signal started at 5 dots, then slowly went to 1 dot- every time! I took a video of it, at the link below. I could have the iPhone and iPad right next to each other, I see -90 (isn't that about 3 dots?) and then 5 dots to 1. Anyone ever see this, is there a problem with the new iPad or is there an explanation? I would think the iPad would be as good as the iPhone cell capability...thanks for your help!
