Icloud backup to new mini?

So got new mini 4 and have icloud backup on iphone 6 plus. Tried restore iCloud to mini but ios was too new on backups. So started ipad new to get new software downloaded. But now how do I get it to grab my icloud backup?

I set it back to factory settings and it grabbed my backup, but then asked for password for a very old email address I had over 10 years ago, it said needed so it could grab purchased items. I cant access that email so thankfully it let me skip it. And is currently downloading the latest iPhone 6 plus backup

How can it restore without photos?

You sure you restored from the right back up? There may be more than one back up.
You probably need to enter that password and email to get that accounts photos.
