To me it seems like your internet connection is weak. Have you tried to use it in more than one wifi location with the same results? I would actually reset my router before I did anything.

1. Crappy internet connection or throttling.
2. Pop-ups are probably set to be blocked in the Browser's settings.
3. Have you tried to access the same sites with a different device, and if so, are the results similar?

But you're gong to reset it when you sell it, right? If not, you could potentially deny the purchaser the ability to use the device.

So, assuming you will reset it when you sell it, why not try to reset it now and see if it works?

Yeah. It's not your iPad. It's a signal problem. Reboot your wifi. Try reset network settings. Try another location.

I'm going out of country for a while today. So hopefully this thing should solve on its own when I'm back, but yes, the issue has reduced a little since yesterday..
