IPhone Apps on an iPad Mini

Hi, I have an iPhone 5 & iPad 4. My iPad stays at home, but I am considering a iPad Mini for when I am out and about. My question is, some Apps are made for the iPhone, but don't fill the iPad screen on x2 (as they are not adapted for iPad) , but on an iPad Mini, do they fill the screen with it being smaller.
