There is No Apple Pay on iPad Mini 3?

Hi,
I know passbook is not available on iPad, but I've recently bought an iPad Mini 3 and there is no Apple pay option on it. But one person I know has the same exact model from the same exact store and Apple Pay works perfectly. Please can you help.
