You can't. You need to delete some stuff that you don't need off of the iPad. You can only get rid of Other by doing a clean restore.

Remember, on a 16GB iPad, there is only about 12.8GB of space that you can use. You have over 6GB of other and then take away the space taken up by apps and pictures and you have no space left for anything else.

Restore to get rid of that other space. It will eventually come back.

For reference, a 16GB iPad/iPhone/Android phone has only about 12.8GB of space.

32GB has only about 27GB of space.

64GB, about 56GB of space.

128GB about 115GB of space.

Go to Settings > General > Usage. Then wait a few minutes to give your iPad time to calculate how your storage is being used. You should then be able to identify some of the apps that are taking up large chunks of space. From there you will have some hard decisions to make as you decide on what you want to delete.
