My Air is Wireless only. I wonder why is there a Messages app in this firmware? Is there a way for me to use iMessage service without 3G on board? If not - why bloating the WiFi version with a useless app?

You can use iMessage on WiFi and if you use personal hotspot via your iPhone.
The messages app is all but useless on the iPad.

If you use your AppleID to make and receive iMessages then you can use the Messages app while connected to Wi-Fi, but you’re limited to sending and receiving “iMessages” only.

You can use any email address you have, as long as it's listed in "Send and Receive" in settings>Messages.
