With Family Sharing, can everyone share content or just the account holder?

Is family sharing ONE WAY only, I.e. is it only apps bought by the main account that can be shared with other members ? I was hoping everyone in the family sharing could share each other’s content...but gues that’s not the case, but difficult to find this out

If you go into the App Store, click on the circular icon at the top right of the screen. This should bring up an Account menu, and select "Purchased." Under purchased you should have a couple of options: "My Purchases" and "Family Purchases," with members of your family listed underneath. By selecting the person who bought the app, it should bring up a list of their purchased apps, from which you should be able to select and download the app on your iPad.
