FACETIME is Blocked in Saudi? How come my Air 2 has no FACETIME while on my other apple devices has?

I wonder why some of my Apple Devices has FACETIME and other's don't? I presently leave in Saudi Arabia where FACETIME is supposed to be blocked. fortunately, my iphone 4s which I purchased in the Philippines has facetime as well as with my ipad 2, ipod 5 and iphone 6plus which I purchased here in Saudi Arabia are all working with FACETIME. It just my Ipad Air 2 has NO facetime. I only use one apple account with unified details on all my apple devices. anybody out there has an idea...please...:):):)

If you bought the iPad in a place where FaceTime is blocked... that's why.

Did you purchase the iPod and 6 Plus from an individual? They may have originally been purchased in another country.
