Why won't iOS 8.1.3 load on my iPad Air2?

iOS8.1.3: Won't load on my iPad Air2

I get to the license agreement page, but after hitting "agree" the screen freezes. A hard reset of the iPad does not solve the problem

Connect to a computer running iTunes and update that way.
