Have you tried a different charger or even plugging into a different wall outlet ? Are you sure your outlet works ? If it’s a GFI outlet, push the reset button.

Wife accidentally hit the test button on a GFI outlet once.

Alright it just wasn’t getting enough power, device turned on at 5%, now is fully charged at 100% [maybe].

Yes, make sure you use the charger you came with -- or a charging brick that will supply a similar (or higher) wattage. If you try using a smaller charger, like what comes with an iPhone, or a USB port on a computer it doesn't supply enough power to allow the iPad to charge.

Oh the outlet is a GFI (with a red switch, there are two sides, reset and off. Currently it’s on the reset side and power is going to other electronics connected, cable box, google home mini, android tablet, etc.)

Sounds like you may have a charger problem.

What does battery health say ? How old is your iPad ?
