Well started off saying that it is a refurb but mostly all refurbs at least in the U.S. are done by Apple and given a warranty and sold in their online store in the Refurb section at a reduced price. If coming out of China I don't know who would do the refurb unless Apple has that service overseas.

I've bought both a iPad 3 and 4 from Apple's refurbished site. Both shipments originated in China.

I also bought a refurb 4 from apple and it came from china. It actually was pretty quick. Considering ups ground takes a week for west coast to east coast a week from china not too bad

Mine came in 3 days. I'm pretty sure it's on air freight.

Welcome to reality. NONE of the Apple products are made or refubrished in the US. (There's a reason why Motorola is taking a stab at them by advertising their product as Designed AND Made in the US).

That being said, as long as you get the standard Apple warranty for refubrished iDevices, you shouldn't care where it was fixed as long as it's working and in acceptable conditions.
