Because Apple will send you to AT&T as it is not an iPad or Apple problem. It is an AT&T issue.

I've monitored mine after what I reported. I was just crazy. It's not counting my wifi data against the cellular data. All is good

Also you can not share data from another sim card, that is impossible. IMHO, AT&T is absolutely correct in that the iPad "COULD" be the issue.
