Would it be through iTunes because arranging the icons is easier?

If you're planning on getting a lot, then definitely.

Why does how you get apps make a difference to being able to arrange them?

This guide called How to setup your new iPad with iCloud or iTunes says "If you just got your new iPad, youre going to want to set it up and get it working just as quickly and effectively as possible. With iCloud you can do that right on your iPad, with no computer or cables involved. If you prefer the old-school approach, you can also set up your new iPad using iTunes on your Mac or Windows PC.

For most people, most of the time, we recommend iCloud, but well walk you through both of them below."

So it sounds like if I have a lot of carry over Apps I may want to do everything but arrange the Apps with iCloud and use iTunes for arranging the icons. Do you disagree?

All I did was connect to iTunes, sync, and restore from the last back up of my 'old' iPad - and everything on the new one was just as it was on the old one... only "issue" I had was having to go into Navigon's Map Manager and download maps.
