My iPad 2 A1396 is locked and displays error 3194. How can I fix this?

my ipad locked on itunes IS detected
Error 3194 , I tried to change the "hosts" file, but without success , What do you recommend , Thanks?

If you’re trying to install an iOS version newer than iOS 9.3.5 then you’re going to get the error you got. That particular iPad cannot support iOS 10 and newer.

Did you try a hard reset?
Hold the top or side power/sleep button and the home button at the same time until the Apple logo appears, then release.

Why were you trying to change the host file? You can't do that unless your jailbroken, and even then you shouldn't be editing that file unless you know what you're doing. I recommend creating a free account here at iMore and checking forums related to jailbreaking, and hopfully someone there can help you.
