It is green when you are charging, yellow when you are running low power mode, and red when power is severely low (I think 10% or lower? Maybe it's 20% or lower?). Otherwise it is white background. In 16.0.x, if you showed the numbers in the battery icon on a FaceID phone that supported it, it had a full color background no matter what the battery level was. In 16.1, the level of white/color now decreases to show battery level.

Lol guess my phone in charging a lot. Color battery meter only shows up charging.

What I like about the new battery meter, is that the fill subsides are the battery depletes

Actually not black and white. It's white and whatever color the wallpaper is behind it. There's still red, yellow, and green.
