iOS 13 and 13.1 Location Problem

Hey guys,

Picked up 3 11 pro's last week and update our Xs's to 13.1 yesterday. All the users share location with each other and all settings are correct to share. Here is the weird thing.

All the 11 users can see each other's location through the normal route (by clicking on the info button in a text).

Users on the new 11 can not see the location of any Xs's users nor can Xs's users see the location of 11 users through the normal route (by clicking on the info button in a text).

All users can view each other if they open the Find My App. Is this a glitch or something with iOS 13? We like to go view locations by pressing the info button from a text but this function no longer works (as state above).

We have called Apple and unfortunately their recommendation was to update all phones to iOS 13.1 which we did and that didn't solve the problem. When everyone was on iOS 12 everything work flawlessly.

Not X related, but on my 11 Pro Max (iOS 13.1) I can see my wife via text/info, and she's on a 8 Plus (iOS 12.4.1). I can also see my son (iPhone 7 Plus, iOS 12.4.1). And both can see me.

I am on an 11 Pro Max with 13.1 and can see both my husband and oldest with the info button. They are on 12.4 and have the XS. Can also see my younger two on 13.1 and iPhone 7.

Thank you for your responses. This is weird. I'm going to go through each setting on all the phones and triple check to make sure everything is correct. Surly there is something I missed if everyone else's is working correctly. I will report back.
