I'm considering doing a clean install of 13 when it is released. I'm currently running the most recent public beta of 13.1, but figure there's no harm in wiping and doing a clean install and moving up to 13.1 when it becomes official.

Like @Just_Me_D I’m also on iOS 13.1
I don’t plan on removing the betas anytime soon on my iPhone 7 Plus.
I’ll see what I’ll do when I get the iPhone 11 Pro Max.

so if i am running 13.1 beta on my phone and upgrading to the 11 pro, will i have to enroll my 11 pro in the beta and then restore? Or will it allow me to restore from iTunes right away?

I'm on 13.1 already so no sense in going to 13.0 and jumping through hoops to restore my backup on it. We're getting 13.1 eleven days later anyway.

Currently running 13.1 beta 3. New 11 Pro Max is pre-ordered. If 13.1 drops before it arrives I'll restore from backup. If not I'll set up as new.

If i remember correctly the 11 pro has to be on 13.1 to restore from iCloud. Can't restore on different versions of iOS.

That’s only partly true. You can always restore to a higher build iOS version, but not lower.
The device you restore to should be at least on the same build or newer.

Ok so then my current device being on 13.1 is ok to restore onto my iPhone 11 pro when it comes or should I set that up and then restore once it is on the beta as well?

That depends on which version is on the Pro.
When you get the device, go to Settings > General > About on both devices and check the Software version

The Pro should be at least the same build or higher.
(If it only says 13.1 in there, tap on it and you will see the build number)
