Yes. I don’t remember which Public Beta of 13 started the drain, but it was fixed until 13.1 when it returned. So yes, PB 13.1 and watchOS 5.3.1.

I can see why you wouldn't want to go to WatchOS 6 since it's nearly impossible to downgrade. But I see no reason not to at this point. I've been on it since June and it's worked fine.

No developer account and yes, no real way to downgrade. I’ve heard the battery drain was not present on watchOS 6. Patiently waiting for PB 2 of 13.1. But not very patiently.

Yes!!! Sharesheet is working properly again!

One glitch so far, when swiping left on an e-mail in the inbox, tapping the “...” doesn’t register anything and closes the swipe options.
