Why won't my iPad Air update to iOS 11?

When I go into the Settings app, then into Software Update, and all I get is the message "Checking for updates" and the little spinning wheel. This will continue as long as I let it. Nothing else comes up. I've never had this before and can't seem to figure out what to do about it. Does anyone have a solution?

Try doing a hard reset on your iPad. And see if the update will pop out afterwards.

If that's the reset done by simultaneously pressing the home button and the on/off button at the top right, I've done that twice without benefit. I'm thinking it has to be something else.
