I believe it is because my iPhone 7 says it up to date but my iPad Mini 2 is doing an update (which didn't get beta 5).

Verizon users... Go to Settings...General...About... If offered a carrier settings update, say "yes"...

Dang it, bluetooth still not fully fixed.

Just curious - what have you done to try to fix it? For example, have you deleted all pairings, including from your car, and re-paired the devices? Have you checked to see if your car's BT system has a firmware update?

Yes, I've done all of that. There are a lot of people having this issue with Bluetooth. It's the car where people like myself are having issues, and it's been acknowledged as an issue with a lot of car manufacturers. Works great with all previous OS's but issues with iOS 10 since the very first beta.

Same build as beta 5. Carrier update to 26.1 on Verizon. Safari keyboard still isn't right.
