Unable to Rearrange "Up Next" in Music on iOS 10

I am having a hard time figuring out how to rearrange music in the Up Next list in the music app. I've looked online to find instructions and for some reason the "handle bars" on the far right side of music track is not visible in my music app.

I am currently on 10.0.1 using a 6s+

Has anyone else encountered this problem and found a solution?

Ensure that any repeat option at the top of the Up Next list, is disabled. Then, you should get the bars back and the ability to rearrange the songs. This happened to me when I first upgraded.
