Photos app not uploading to FB on mobile data

So I've been having a problem on my iPhone running iOS 9 and the photos app. I am trying to upload a photo to Facebook through the photos app. I see Facebook in the share sheet and hit upload and everything looks fine but the photo doesn't actually upload until I am on a Wi-Fi network. If I upload the photo from the Facebook app, it works fine.

How can I fix this?

I had this problem a few weeks ago and didn't get any real response. In my case the, I don't think the photos ever uploaded to FB even when I finally did get on wifi.

Mine doesn't upload from the photos app either. I always upload mine from in the Facebook app anyway. Someone claims Reset All Settings fixed theirs. I'm not so sure about that.

At first that didn't appear to work. But a while later the 2 photos from last night and the one this morning were posted on Facebook. That solved it for me. Thanks! The photos go to "Mobile Uploads". They apparently no longer go to "iOS Photos".
