You could try it manually. Here is a link to all the manual downloads for all iPhones. Have you tried updating it directly on you phone (Settings>General>Software Update). Have you tried it through iTunes. Just offering suggestions that may help. The only other thing I can think of is that Apples servers are busy and to try again later.
