It seems perfectly stable to me. I haven't heard many complaints. However I was only on 9.0 long enough to install the first 9.1 beta so I don't have a comparison.
My guess is that 9.1 will be released coinciding with the iPad Pro in early November.

My guess is it will be released coinciding with the AppleTV launch. tvOS and 9.1 Betas have been rolling out in unison

My guess is the iPad Pro & the New AppleTV will be on the same day...

And in addition to iOS 9.1 - ElCap 10.11.1 will drop too...

Nope at the KeyNote they said October for the Apple TV and November for the iPad Pro ��
