It's not out yet... Nor is there a Public Beta update for iOS9... But there is a Public Beta for OSX El Cap just released...

no I referred to the two week, Tuesday, 1 PM EST trend but I guess they aren't doing one today

It's actually been all over the place. Beta 1 and 2 were on a Monday. Beta 3 on a Wednesday. Beta 4 on a Tuesday. TBD on beta 5. It's been kind of weird this year.

I started the Beta 4 thread at 11:32 (MST/PDT) on 7/21, right after I found it on the Dev portal.
