Apps stall when downloading pics and videos

I've noticed on several occasions that apps and Safari begin to fail to displaying pics and vids. Rebooting resolves the issue. I don't remember this being an issue with iOS 8.1.3. It seems to have cropped up somewhere between then and the present version. Has anyone else encountered this issue?

Here are a few apps I've witnessed this happening:

Safari
MSN
Fox News
YouTube
Playboy Now (Don't judge. They have good articles. REALLY!)

Something else noteworthy, is that my phone seems to have a hell of a time pulling down content when off wifi, even with a good 4g signal. Again, this appears to be a recent thing.

No, I have not noticed anything like that to this point.

I'm with Just_Me_D. I've never had this happen on any of my devices.

I'm probably going to restore my phone and see if the problem goes away. Been having trouble with my Jaybird BT earbuds randomly cutting out too while listening to music.
